I phoned Stonnington Council, and checked their website. Alcohol is allowed at BBQs and picnics in their parks.

Meet at the BBQs. The location is not especially alcohol friendly, but there is a lane at the back where the hash grog could be located. Cans may be more discrete than stubbies. I don't exp[ect anyone will complain.
I will provide paper cups and OJ and finger food, viz, snags, bread and dead horse. Bottle shops and public toilet nearby.
